Outreach Development Corporation (ODC) is a community-based 501(c)(3) nonprofit with more than 25 years of experience creating affordable housing served by Interfaith Outreach & Community Partners (IOCP).

Working in close partnership with IOCP and other trusted organizations, ODC brings people, expertise, and resources together to preserve, acquire, and develop housing that connects residents with supportive services. The result is lasting stability for families and stronger, more hopeful communities.

Our Journey

ODC Founded (2000)

Outreach Development Corporation was founded as a 501(c)(3) nonprofit focused on the robust pursuit of affordable housing solutions. A Housing Fund endowed by John Berg, ODC’s founder, provided seed funding. A highly energized board of directors was recruited to launch ODC’s vision and mission in 2000.

Vision for Our Village (1997)

It began with Vision for Our Village—a community conversation that sparked a shared focus on barriers keeping families and individuals from fully participating in community life. Lack of safe, stable, affordable housing was the starting place, followed closely by access to child care, transportation, employment, and community connection. Out of that moment of clarity grew a movement that required leadership, a structure for action, and the heart and will of an all-in community.

Vicksburg Commons (2004–2007)

CommonBond Communities partnered with ODC to develop Vicksburg Commons, a 50-unit affordable family rental townhome project in Plymouth, Minnesota. IOCP’s full range of services and strong links to the life and resources of the community continue to help residents stabilize and thrive.

Expanding Impact (2010s)

Over the next decade, ODC worked with multiple housing partners to develop, acquire, and preserve both small and multi-unit apartment properties. Each project required the creativity and commitment of its housing partners and the support of an all-in community.

A Legacy of Housing Miracles (2020s and Beyond)

From Vicksburg Commons to new community collaborations, ODC remains guided by heart, will, and expertise. What many call housing miracles, ODC sees as neighbors stepping up for one another — building homes, hope, and a future where everyone belongs.
